Here are the rules:
1. All Kage can send ninja that are caught with a bounty or a felony.
2. All guards will be NPCed with Jounin or higher level.
3. Ninja can train here but must be a solo training
4. Ways to get free are
-- Serve Time (Maximum of 5 days)
-- Escape (May Encounter Guards)
More will be added if needed
