[Shin Uchiha]

Shin walked into the Raikage's office and looked at the other shinobi. Shin spoke "I am Shin Uchiha, Mizukage, Leader of the Hidden Mist." He then waited for the response of his fellow Kage.

[Kaito Uchiha]

Kaito looked up, noticing the Mizukage entering his office as he stood, shaking the Mizukage's hand and offering him a seat. Dismissing his anbu guards and stood over the Mizukage, a grim look on his face. Something was wrong, and he knew the Mizukage was behind it. No matter what excuse he uses, he knows he did it

"Mizukage....... I have gotten reports of you stealing our bijuu. My shinobi saw you taking Gyuki for your own needs. May I ask why?"

[Shin Uchiha]

Shin sat and looked into the Raikage's face, speaking easily "You say your Bijuu but you have not captured them all from their natural habitats. So I answered your question. So your a little young to hold this power."

[Kaito Uchiha]

Kaito looked into Shin's eyes. Seeing his calm personality matched with his angry and wanting to rip a person in half personality. He sighed and activated his sharingan, transporting Shin and Kaito to his own personal dimension using STM. He was being blunt and stupid, something he didn't want his anbu to see. He had forgotten that the kage had agreed to let the bijuu roam free and that if they so wanted they could capture said bijuu whenever. He grunted and deactivated his sharingan, staring at Shin.

"So, why do you want these bijuu and who do you intend to use them on?"

[Shin Uchiha]

Shin felt as he was pulled into Kaito's world and then he spoke "I feel as tho the villages need a sense of equal power. I hope as a fellow Kage you would understand this too." Shin's 3 tomoe sharingan was always activated and now his red eyes met with Kaito's. He waited patiently for a response to end their conversation.

[Kaito Uchiha]

Kaito stared at Shin in disbelief. He thought this would keep things in balance? This would make it worse!

"What do you mean "equal power?!" you posses the mangekyou sharingan, one of the greatest eye techniques in the world. And you think we're not equal?! Mizukage I would like to kindly request you please release the bijuu until the time for it is needed. If you will not agree I will have to ask you to leave Kumogakure immediatley."

[Shin Uchiha]

Shin looked at the Kage and spoke "I will make a agreement first release me from your little world. Then maybe I will consider your proposal, and as for the mangekyou I have this for a reason one you wouldn't undertand." Shin then waited to return to the real world.

[Kaito Uchiha]

Kaito sighed and warped Shin and himself back into the real world. In the same positions they were in before. He then activated his eternal mangekyou sharingan, staring into Shin's eyes.

"There, we're back in reality. Now, you will either release the bijuu or I will have to ask you to leave Kumogakure. Immediatley. As for the mangekyou, I couldn't care less about your reasons behind it. As you shouldn't care about mine. Now, what is your answer?"

Shin stood and then spoke "I am sorry but the bijuu stays now I will leave." Shin then disappeared in a puff of white thick smoke.
